Truck drivers and carriers running in Oregon now have an updated system for handling permits, plate renewals, and tax payments. The Oregon Department of Transportation Commerce and Compliance Division has rolled out a redesigned version of Oregon Trucking Online, its secure platform that allows users to complete these tasks 24/7 without calling in or visiting an office.

The platform supports more than 45,000 active accounts, so even small changes affect how quickly drivers and fleets move through compliance tasks.

What’s Different in the Updated System

The update does not change what drivers are required to do, but it does change how they move through the system. The redesign focuses on navigation, readability, and consistency across devices.

The new layout is easier to move through, cutting down the number of steps needed to complete common tasks like renewing plates or securing permits. The system is now fully responsive, meaning the layout stays consistent whether it is accessed from a phone or a desktop.

Readability has been improved with higher contrast and a clearer reading order, which makes a difference when trying to complete something quickly during a stop or between loads. Translation through browser tools is also more reliable, helping drivers and carriers who depend on it.

“This new, modern look and feel brings an improved user experience for all CCD customers,” said Gian Olsen, project manager. “The enhancements also ensure ADA compliance for accessibility and usability of online content, so all customers can access the services they need.”

Built to Reduce Calls and Speed Up Tasks

The updated system has been in development since April 2024 and now mirrors the division’s external website. That shared structure allows users to move between the public site and the portal without relearning where things are.

It also makes the system easier to maintain, which reduces the need for support calls when something changes or breaks. For drivers and small carriers, that means fewer delays when something needs to be handled quickly.

What This Means for Owner-Operators and Fleets

For owner-operators, the change is straightforward. Tasks that used to require a call or extra time navigating the system can now be handled directly online, often in fewer steps.

For fleets, the impact shows up across volume. When multiple trucks need permits or renewals, even small improvements in navigation and processing time reduce the workload.

Nothing about the update changes compliance requirements, but it does change how much time it takes to stay compliant.

Push Toward Self-Service

Alongside the redesign, the division introduced a step-by-step user manual covering transactions available on the platform. The goal is to make it easier for drivers and carriers who do not regularly use the system.

“We’ve also made a step-by-step, comprehensive user manual covering all transactions available on the site,” Olsen said. “We hope that by making self-service and learning more approachable, those who are unfamiliar will learn how easy and secure the new site is to use and become online customers.”

This reflects a broader shift. More compliance work is moving online, and drivers are expected to handle more of it directly.

Where This Fits in Oregon Freight Oversight

The Commerce and Compliance Division oversees intra- and interstate truck and rail freight in Oregon. Its responsibilities include safety enforcement, legal compliance, and collecting the funds used to maintain the state’s transportation system.

For drivers, that oversight shows up through permits, registration, and tax reporting. The updated Oregon Trucking Online system is where much of that work now happens.

The requirements have not changed, but the process has. For drivers moving through Oregon, that difference shows up the next time a permit or renewal needs to be handled.

Motor carrier registration is moving into a new system as federal regulators prepare to replace existing tools with Motus. The Federal Motor Carrier Safety Administration confirmed the rollout is expected to expand in the second quarter of 2026, with identity and business verification required for new applicants and roughly 800,000 existing registrants.

This transition shifts registration activity away from older systems and into a single platform that will handle updates, filings, and authority management in one place.

What Motus Changes for Registration

Motus is intended to replace the Unified Registration System and the FMCSA Portal with one system that handles applications, updates, and authority requests. Instead of moving between multiple tools, registrants will complete these steps within one interface.

The update also introduces stricter verification requirements and real-time validation aimed at reducing fraud and improving the accuracy of registration data.

When the System Will Be Used

Access is being introduced in phases, with broader availability expected in the second quarter of 2026 following an earlier limited release.

Paper forms such as the MCS 150 and OP 1 series will remain available during the transition period, although processing times may take at least eight business days.

Identity Verification Requirements

Verification will be required the first time the system is accessed for both new applicants and existing registrants.

The process includes submitting a government-issued ID, completing a facial scan using a mobile device, and confirming identity through the system. These steps are designed to reduce unauthorized access and prevent fraudulent filings.

FMCSA has stated that personal information used during verification will not be stored, shared, or sold.

How Business Information Will Be Checked

The system will confirm that company details match official records. This includes verifying the business name, principal location, ownership structure, and listed officials, along with compliance with state and federal requirements.

These checks are intended to limit fraudulent registrations and prevent unauthorized changes to active accounts.

What Tasks Move Into Motus

Applications for USDOT numbers, biennial updates, company information changes, and operating authority actions will be handled within the new system.

Motus also includes real-time validation, mobile access, a centralized dashboard, and payment processing through Pay.gov, bringing multiple steps into a single workflow.

What Stays the Same for Now

Not every part of the registration process changes immediately. Motor Carrier and Freight Forwarder docket numbers remain in place during the initial rollout, and BOC 3 filing procedures are not expected to change at the start.

That means existing identifiers and certain filing requirements continue to apply while the system transition is underway.

What to Expect Moving Forward

The shift toward a single system changes how registration is handled, but the immediate impact comes down to preparation. Verifying identity, confirming business details, and reducing reliance on paper submissions will help avoid delays once the system becomes standard.

As the rollout expands, registration processes will become more centralized and verification-focused, with an emphasis on accuracy and security across all filings.

To address common questions about how this affects day-to-day registration activity, here are direct answers based on current guidance.

Frequently Asked Questions

Q: Do existing registrants need to verify identity?
A: Yes. Identity verification is required the first time the system is accessed.

Q: What is needed to complete verification?
A: A mobile device is required to scan identification and complete the facial verification process.

Q: Can paper registration still be used?
A: Yes, but processing times are longer during the transition.

Q: Will registration numbers change right away?
A: No. Existing docket numbers remain in place during the initial rollout.

Q: Why is the system being introduced?
A: The goal is to reduce fraud, improve data accuracy, and simplify how registration is managed.

Q: What should be checked before using the system?
A: Identification documents and business details should be accurate to avoid delays during verification.

For motor carriers, the next step is preparation. Keeping identification documents, business records, and registration details accurate will help reduce delays as Motus becomes part of the federal registration process.

Carrier compliance is a commonly heard phrase in the trucking industry. Making sure that your fleet abides by the established industry standards. These standards mandate when freight should be delivered, where it should be delivered, and the condition in which it should be delivered.

LogRock is a trucking compliance technology that makes establishing carrier compliance easier, and helps carriers avoid one of the most encountered issues: compliance, as reported by Freightwaves.com

“If you look at trucking from the outside, you would think the most important thing to keep your eye on is the driver,” said LogRock co-founder and CEO Hunter Yaw. “Yet, many of the challenges carriers face on a daily basis come from issues with compliance.”

LogRock, established in 2021, closed a $3.5 million seed deal with Dynamo Ventures in May. They just closed another deal, this time with Better Tomorrow Ventures, of $2 million. These investments go into helping carriers navigate through compliance issues.

Relieving carriers of dealing with such issues is pertinent, as only this year, over half of U.S. fleets have received a status of “conditional” or “unsatisfactory” from the FMCSA, according to LogRock.

Jake Gibson, a founding partner of Better Tomorrow Ventures, recognizes how important it is for trucking companies to prioritize compliance.

“With lawsuits on the rise and freight markets cooling, LogRock is well positioned to help fleets save real money by staying off the FMCSA’s radar and steering clear of avoidable court cases,” he said.
