The Oregon Department of Transportation (ODOT) has announced upcoming changes to the way commercial drivers earn their CDL. Starting October 1, drivers will need to prepare for a new version of the Oregon Commercial Driver Manual, along with revised knowledge and skills tests.

Why the CDL Changes Are Happening

ODOT explained that the updated knowledge tests are designed in accordance with standards set by the American Association of Motor Vehicle Administrators (AAMVA), a nonprofit organization based in Arlington, Virginia. The organization works on “developing model programs in motor vehicle administration, law enforcement, and highway safety. “ Officials say these new testing standards are intended to better measure a driver’s ability to apply ‘up-to-date technology.”

What Drivers Can Expect

The transition will affect several key areas, including:

The official CDL knowledge test questions

The skills test material, particularly vehicle inspections and Basic Control Skills maneuvers

Supporting materials such as the scoresheet, vehicle inspection checklist, pamphlet, and CDL examiner manual

In short, both the written exam and the hands-on skills test will look a little different beginning this fall.

Grace Period for Third-Party Examiners

While the new standards become official on October 1, third-party examiners in Oregon will have additional time to adapt. ODOT has stated that both the current and updated versions of the tests may be used until June 1, 2026.

Where to Find the Updated Manual

ODOT has made the revised Oregon Commercial Driver Manual available online here.
