Truck drivers know what it means to show up when people need you most, and one Texas company is getting national recognition for doing just that.

San Antonio-based supermarket chain H-E-B has been honored by the American Trucking Associations’ Trucking Cares Foundation with the 2025 John Lex Premier Achievement Award for its extraordinary disaster relief work and commitment to communities across Texas and Mexico.

This marks the first time the award has gone to a company rather than an individual, recognizing not only H-E-B’s leadership but also the thousands of employees who keep their fleet and operations moving when disaster hits.

“In the immediate aftermath of this summer’s catastrophic flooding in the Texas Hill Country, H-E-B sprang into action with such impressive speed and commitment to those in need, it earned itself the nickname ‘FEMA of Texas,’” said ATA President & CEO Chris Spear. “This humanitarian mission was the most recent example of H-E-B’s generosity in action, a defining characteristic for this company with deep roots in the community that date back to 1905. We applaud H-E-B and its employees for their selflessness, passion, and dedication to deliver hope where it is needed most.”

When flash floods hit Central Texas early on Independence Day, H-E-B’s disaster response team mobilized fast, much like truckers responding to an urgent load. The company deployed three disaster relief sites in the region, distributing water, ice, cleaning supplies, snacks, and gift cards, while also sending a Mobile Kitchen to provide hot meals staffed by H-E-B team members.

The Butt family, H-E-B, and the H.E. Butt Foundation also committed 5 million to help nonprofits working on recovery and community support.

“At H-E-B, providing aid in times of disaster is a cornerstone of our ‘Helping Here’ philosophy, which promises to stand by and uplift communities during times of need,” said H-E-B Senior Vice President of Transportation Logistics Todd Wright. “I’m so proud of how H-E-B partners from across the company rallied together to support the impacted areas in any and every way that they could. The road to recovery will be long, but H-E-B remains committed to providing support for as long as it’s needed. On behalf of our H-E-B family, I want to thank the ATA for recognizing the efforts of our amazing H-E-B partners and for their support to help us continue to put our spirit of giving to work into action.”

To top it off, the Trucking Cares Foundation made a 5,000-dollar donation in H-E-B’s name to the West Kerr Public School Foundation, supporting teachers and counselors helping communities heal after the floods.

For professional drivers, H-E-B’s work is a reminder of what trucking and logistics are really about, not just moving freight but delivering relief, reliability, and hope when people need it most.

Logistics with purpose! The American Logistics Aid Network (ALAN) has announced the opening of its ninth annual Humanitarian Logistics Awards nominations, highlighting outstanding contributions to disaster relief efforts.

“Humanitarian relief wouldn’t happen without the facilitation and support of the supply chain community,” said Kathy Fulton, ALAN’s Executive Director. “These awards were created to shine a light on that generosity. While we at ALAN know a lot about what many organizations and individuals are doing to support disaster relief efforts, there are still many others whose life-changing work we won’t be made aware of – and able to honor – unless someone takes the time to nominate them.”

Nominations, including self-nominations, can be submitted via ALAN’s nomination website until June 30. This fall, Winners will be celebrated during ALAN’s 20th anniversary event at the CSCMP EDGE Conference.

Award Categories

The 2025 Humanitarian Logistics Awards are open to supply chain professionals, academics, organizations, or departments. Honorees will be recognized in four key categories, which may feature multiple winners per category:

Outstanding Contribution to Disaster Relief

Employee Engagement

Research/Academic Achievement

Lifetime Achievement

For more information on nomination rules and criteria, visit ALAN’s official nomination page at www.alanaid.org/nomination-info. Don’t miss the opportunity to help honor the heroes of humanitarian logistics!

The Federal Highway Administration (FHWA) has announced the distribution of over $352 million in emergency quick-release funding to repair highways severely damaged by the destruction of Hurricane Helene.

The majority of these funds will be directed toward restoring key routes in North Carolina and Tennessee. Specifically, the North Carolina Department of Transportation is set to receive $250 million, while $70 million has been allocated to the Tennessee Department of Transportation.

Other federal agencies will also benefit from this funding to improve access across affected areas. The National Park Service is slated to receive $25 million to repair stretches of the Blue Ridge Parkway. Additionally, the U.S. Forest Service is allocated $7.6 million for ensuring safe travel through roads in national forests affected by the storm.

“Hurricane Helene devastated communities and cut off critical road infrastructure, and our Department is committed to helping repair and rebuild local infrastructure in order to support the impacted area’s long-term recovery,” highlighted U.S. Transportation Secretary Pete Buttigieg. “The emergency relief funding we’re announcing today will continue this important work and provide vital aid to the communities and states that have been impacted by this disaster.”

Travel throughout western North Carolina and Tennessee continues to face significant challenges. According to the North Carolina Department of Transportation, as of January 14, travel remains restricted in many areas. Truck vehicles exceeding 30 feet in length are prohibited on multiple routes. Furthermore, 185 roadways are completely closed, with 55 of those closures specifically restricting truck access.

The comprehensive effort to restore mobility across the region involves collaboration between key agencies. “The Federal Highway Administration is working closely with Tennessee, North Carolina, the U.S. Forest Service, and the National Park Service to ensure all roads and bridges are operational and made whole again to restore mobility for residents and businesses and support the region’s economy,” shared Acting Federal Highway Deputy Administrator Gloria M. Shepherd. “The funding will go toward restoring major critical routes that the region relies upon for productivity and roads and bridges that support tourism by connecting Americans to the region’s natural resources.”

This release follows an earlier allocation of $167 million for hurricane-related damage in North Carolina and Tennessee. Combined with these latest efforts, the funds aim to repair infrastructure critical to residents, travelers, and local economies. The FHWA estimates that total damages from Hurricane Helene will surpass $4 billion.

The Salvation Army has been bolstered in its ongoing relief efforts for hurricanes Helene and Milton, thanks to a generous $5,000 donation from the Nebraska Trucking Cares Fund.

Nebraska Trucking Steps Up for Hurricane Relief

Collaboration was at the heart of this initiative, as members of the Nebraska Trucking Association (NTA) joined forces with the Salvation Army to help communities impacted by the severe hurricanes in the Southeast.

“We looked into trying to collect donatable goods,” said Kent Grisham NTA president and CEO. “But after some research, it was clear that various service organizations in the southeast had well-established methods of collecting and distributing materials in areas hard-hit by Hurricanes Helene and Milton. So, we decided to partner with one of the most trusted and reliable service organizations in the world, the Salvation Army, to conduct a fundraising campaign.”

Women’s Council and Nebraska Trucking Cares Unite for Action

The fundraising campaign, which was spearheaded by the NTA’s Women’s Council, marked a departure from the Nebraska Trucking Cares Fund’s usual mission. Typically, the fund provides aid to employees of NTA members facing hardship, but the immediate and overwhelming needs of hurricane victims prompted the group to extend their reach.

“Nebraska is no stranger to the devastation caused by natural disasters,” Grisham explained. “This year alone, our state has endured destructive tornadoes, hailstorms, floods, and wildfires. That shared experience created a deep well of compassion and generosity among our members, inspiring them to help those suffering in the Southeast.”

A Ceremonial Gesture of Solidarity

The collaboration culminated in a ceremonial check presentation between NTA and Salvation Army leaders. The $5,000 contribution will support disaster relief operations that remain active in communities affected by Hurricanes Helene and Milton.

“We are truly grateful for this outstanding support from the Nebraska Trucking Association via the Nebraska Trucking Cares Fund,” said Maj. Scott Shelbourn, commander of The Salvation Army Western Division. “The $5,000 donated by NTA members will make a big difference for Salvation Army disaster-relief operations that are still ongoing in the Southeast in the wake of Hurricanes Helene and Milton. It takes a team effort to help disaster-impacted communities recover, and we salute the NTA for being part of that team.”

Pilot is stepping up to support communities ravaged by Hurricane Helene by utilizing its extensive network of travel centers. Through an in-store round-up effort benefiting the American Red Cross, Pilot is dedicated to reinforcing relief missions. This campaign is part of a larger initiative where Pilot is donating $300,000, dedicating $100,000 to Red Cross Hurricane Helene relief and the remaining $200,000 to local nonprofits in the most impacted areas.

From October 4 to October 18, customers at any Pilot, Flying J, and One9 travel center nationwide are encouraged to round up their purchases to the nearest dollar. Every cent raised will go towards bolstering Red Cross efforts in the Southeast regions affected by the hurricane.

“Our thoughts and prayers are with the countless individuals, families and communities, including our own team members, experiencing the utterly devastating effects of Hurricane Helene,” expressed Julius Cox, Pilot’s chief people officer. “Pilot is profoundly thankful to our team members and emergency personnel for all they are doing to support the affected communities. We are working around the clock to ensure our stores are open and able to provide essentials like fuel and food as we start down the road to recovery together.”

In response to the devastation caused by Hurricane Helene, Pilot is prioritizing the safe and swift resumption of services to meet the needs of affected communities and emergency workers. As of now, all Pilot, Flying J, and One9 travel centers are operational, including in severely affected locations. For current updates on store operations in these areas, please visit pilotflyingj.com/operational-updates.

When disasters like hurricanes, floods, or wildfires strike, the need for immediate aid becomes crucial. Enter the truckers, the unsung heroes driving essential supplies to communities in distress. If you’re one of those dedicated drivers, gaining a clear understanding of FEMA (Federal Emergency Management Agency) loads can position you as an indispensable part of relief efforts.

What Are FEMA Loads?

Imagine a town ravaged by a powerful storm. The community’s infrastructure is shattered, stores are closed, and families are left in dire conditions. This is where FEMA loads come into play, delivering critical supplies to those in need.

These shipments frequently include vital resources such as:

Search and Rescue Equipment: Crucial for first responders to effectively reach and assist victims.

Non-Perishable Food Items: Essentials like canned foods and dry mixes provide nutrition when grocery stores are inaccessible.

Clean Drinking Water and Medical Supplies: Essential for survival during the aftermath of disasters.

Construction Materials and Power Generators: Necessary for rebuilding homes and restoring power to affected areas.

Personal Care Products: Items like clothing and hygiene kits help restore dignity to those in crisis.

Challenges in Transporting FEMA Loads

While transporting FEMA loads is rewarding, it comes with its own set of hurdles. The unpredictable nature of disasters can lead to last-minute changes, from delivery schedules to rerouting due to impassable roads.

Driving through disaster zones poses additional challenges, including damaged infrastructure and changing weather conditions. Prioritizing safety is key—not just for successful delivery, but also for your own protection.

Patience is crucial. Delays in loading and unloading are common as logistics teams coordinate amidst the chaos. Understanding this will help you work collaboratively toward the shared goal of aiding those affected.

Getting Ready for the Job

Preparation is critical if you’re gearing up to handle FEMA loads:

Thoroughly Inspect Your Truck: Regular maintenance is crucial to preventing unexpected issues on the road.

Equip with Emergency Supplies: Keep your vehicle stocked with essentials like food, water, and a basic first-aid kit, as you never know when they might be needed.

Understand FEMA Regulations: Familiarize yourself with the necessary requirements to streamline bureaucratic processes.

Network with Experienced Truckers: Connect with peers who have experience in hauling FEMA loads to gain valuable insights and support.

Becoming a FEMA-Approved Driver

To become a FEMA-approved driver, start by exploring FEMA’s guidelines for transportation service providers. It’s essential to understand the required documentation and compliance measures. Ensure your registration is active on SAM.gov, as it’s a prerequisite for engaging in government contracts.

Complete the Transportation Service Provider registration form, and upon approval, you’ll receive confirmation via email, allowing you to accept FEMA load assignments. Adhering to the Standard Tender of Service (STOS) Program is vital to maintaining compliance.

Your Impact as a Trucker

In times of crisis, your role as a trucker is pivotal. Without your dedication, transporting essential goods to those in need would be incredibly challenging. Your efforts go beyond moving freight; they directly influence the well-being and recovery of countless individuals.

As you traverse the highways, remember that each mile brings hope closer to those in need. You’re not just a driver; you’re a vital component of a network that empowers communities to rebuild and recover. Together, we can ensure that essential assistance reaches those who require it most.

Recovery and Travel Advisory for States Impacted by Hurricane Helene

Hurricane Helene has left significant damage across North Carolina, Tennessee, and Georgia. While the storm has moved on, the work to rebuild and restore continues. Here’s an update on ongoing efforts, road safety, and resources available to those affected.

North Carolina’s Relief Operations

Western North Carolina remains focused on search and rescue efforts, with teams dedicated to re-establishing essential services and delivering necessary supplies. Governor Roy Cooper underscores the extensive coordination involved, stating, “The response to this crisis so far has been a massive effort of coordination and logistics.” He further noted, “As emergency responders continue search and rescue operations in Western North Carolina, local, state, federal, private and non-profit partners continue to work in concert to provide food, water, shelter and other basic necessities for people in need.”

Travel in the region is hazardous, with approximately 400 roads closed. The North Carolina Department of Transportation (NCDOT) advises avoiding non-essential travel to aid recovery efforts and ensure emergency operations proceed smoothly. Resources deployed include over 1,500 employees, more than 1,500 trucks/graders/backhoes/loaders, 1,000 chainsaws, and over 8,000 barricades and signs.

NCDOT has also coordinated with the NC National Guard for ground operations and air drops. FEMA has begun distributing trailers filled with food and water. Over 20,000 residents have registered for assistance.

Shelters are available at:

Biltmore Baptist Church, Buncombe County, 35 Clayton Road, Arden, NC 28704

Grace Community Church, McDowell County, 5182 Highway 70 West, Marion, NC 28752

First Baptist Church, Watauga County, 375 West King Street, Boone, NC 28607

To date, there have been over 440 rescues and about 4,700 evacuations. The confirmed death toll stands at 42, with expectations it may rise. For emergencies, call 911. For non-emergencies or to report missing persons, contact NC 211 at 1-888-892-1162. For further updates, email the North Carolina Joint Information Center at ncempio@ncdps.gov or call 919-825-2599. Additional resources are available at ncdps.gov/helene.

Recovery in Tennessee

Governor Bill Lee recently toured East Tennessee to survey the storm’s damage, highlighting the community’s resilience. “Maria and I are deeply saddened by the loss of life and severe flood damage in East Tennessee,” he said. “We continue to pray alongside Tennesseans as we endure this heartbreaking tragedy.”

With numerous roads and bridges impacted in Upper East Tennessee, the Tennessee Department of Transportation (TDOT) warns that all routes should be treated as hazardous. Key structures like the Washingotn SR-81 Nolichucky River Bridge, Washington SR-353 Nolichucky River Bridge, Greene SR-107 Nolichucky River Bridge, Unicoi I-26 Bridge @MM 39.6 Eastbound, Unicoi I-26 Bridge @MM 39.6 Westbound face long-term closures due to extensive damage.

TDOT has mobilized around 400 team members to restore critical infrastructure, ensuring access to hospitals and shelters. For real-time updates, visit SmartWay or call 511.

Georgia’s Path to Recovery

Georgia’s recovery efforts focus on clearing debris and restoring road safety. Numerous routes are blocked by debris or downed power lines, and over 100 traffic signals, mainly in Lowndes County, were damaged. Scott Chambers, GDOT Southwest District Engineer, reassured, “We’re in pretty good shape.” Crews are actively clearing routes and restoring signals, with temporary stop signs in place at affected intersections.

Residents should treat malfunctioning traffic signals as four-way stops. GDOT is using larger contractor trailers to expedite debris removal. For local street debris removal inquiries, contact your local Emergency Management Agency.

Efforts to recover from Hurricane Helene continue across North Carolina, Tennessee, and Georgia. Residents are urged to stay informed through local agencies and remain patient as recovery progresses. Visit local emergency management websites for the latest updates and assistance options.

Truck drivers play an essential role in disaster relief, serving as the lifeline that connects resources to affected areas. Whether it’s hurricanes, wildfires, earthquakes, or other natural disasters, truck drivers are on the front lines, delivering vital supplies to those in need. This blog explores the indispensable contributions of truck drivers in disaster relief efforts, the challenges they face, and the impact of their work on communities.

Essential Contributions of Truck Drivers in Disaster Relief

In times of crisis, truck drivers ensure that emergency supplies reach their destinations swiftly and efficiently. They transport essential items such as food, water, medical supplies, and building materials. Without their efforts, many communities would face severe shortages that could exacerbate the impacts of the disaster.

Challenges Faced by Truck Drivers During Disaster Relief

Navigating Dangerous Conditions: Truck drivers frequently operate in hazardous conditions, including flooded roads, debris-laden routes, and areas with damaged infrastructure. These conditions not only pose risks to their safety but also hinder timely deliveries.

Logistical Hurdles: Coordinating deliveries during a disaster can be complex. Drivers must adapt to rapidly changing situations, such as road closures, curfews, and restricted access zones. Effective communication and flexibility are key to overcoming these obstacles.

Mental and Physical Strain: The pressure to deliver essential supplies quickly can lead to long hours and significant stress. Truck drivers must manage fatigue and maintain their well-being to perform their duties effectively. Studies have shown that the psychological impact of disaster relief operations on truck drivers may cause high levels of stress and anxiety due to the urgent nature of their work and the conditions they face. Support systems and mental health resources are essential to help them cope with these challenges.

Impact of Truck Drivers on Communities

The efforts of truck drivers in disaster relief have a profound impact on affected communities. By ensuring that essential supplies reach those in need, they help stabilize and rebuild areas impacted by disasters.

During the 2018 California wildfires, truck drivers delivered crucial supplies to evacuation centers and fire-stricken communities. Their deliveries included food, water, blankets, and medical supplies, which were vital for the displaced residents and emergency responders. After the devastating earthquake in Haiti, truck drivers were essential in distributing international aid throughout the country. Their ability to navigate difficult terrain and deliver supplies to remote areas played a critical role in the recovery process.

Truck drivers are unsung heroes in disaster relief efforts, providing an indispensable service that ensures the delivery of essential supplies to those in dire need. Their ability to navigate challenging conditions, overcome logistical hurdles, and maintain resilience under pressure makes them vital to disaster response and recovery. As we continue to face natural and man-made disasters, the role of truck drivers will remain crucial in bringing relief and hope to affected communities.

The American Logistics Aid Network (ALAN) is prepared to swiftly assist with humanitarian aid in the aftermath of Hurricane Idalia. Although the storm weakened while crossing Florida, it proceeded through coastal Georgia after avoiding major supply hubs like Tampa and Jacksonville.

ALAN, acting as a liaison between logistics assets and relief organizations, ensures that resources are efficiently allocated to disaster sites in need.

“Many of our nonprofit partners are staging outside of the area and will start to move in their resources once they know where they are needed,” said Kathy Fulton, ALAN’s executive director.

Last Wednesday morning, Hurricane Idalia hit the Big Bend area of Florida as a powerful Category 3 storm. It briefly intensified to a Category 4 before weakening back to a Category 1 as it continued its path across the state and into Georgia. Affected areas experienced damage from strong winds and flash flooding.

“Because pre-storm supply chains were healthy, and because humanitarian supplemental resources are pre-staged, as roads can be safely cleared, those supply chains will move speedily to respond to survivor needs for nourishment, hydration, shelter, and medical care,” Fulton said in an email to FreightWaves. “Donations from far away will probably not be needed, so we want to remind everyone that financial gifts to trusted nonprofits are the best way to support” those affected by the hurricane.

The storm is causing “huge disruptions to individuals and communities, especially as there are many vulnerable individuals in these areas,” she said. “It is a matter of how quickly the areas which are isolated because of the storm” can get access to resources.

When disaster strikes, truck drivers bravely respond to the urgent need for emergency supplies in storm-ravaged areas, despite warnings from officials to evacuate.

It should be noted, however, that their response greatly affects their payment in terms of timing, method, and amount, according to FreightWaves CEO Craig Fuller.

“Hurricane-relief loads offer an opportunity for trucking companies to demonstrate to the public how critical trucking is, regardless of how challenging a mission might be,” Fuller said.

Truck drivers considering hauling Federal Emergency Management Agency (FEMA) loads should heed Fuller’s advice. These loads, advertised by brokers at high-dollar rates, may come with some pitfalls.

Expect Delays and Include Detention

Truckers are urged to protect themselves by including detention rates in confirmation sheets. With rising demand and potentially higher rates, it’s crucial for truckers to factor in the significant delays they may face while waiting to unload. Failure to include detention pay could result in substantial financial losses.

“This is a big problem for trucking companies if they’ve not hauled FEMA disaster-relief loads before, and some of the brokers that are involved in the process can take advantage,” Fuller said. “They may not pay you detention, which is BS, because the federal government pays the broker detention. They will ask for documentation, but make sure that you get paid for detention because it’s your equipment and you’re the one that’s stuck.”

Don’t Expect Speedy Payment

If you’re hauling FEMA loads, don’t expect immediate payment. Freight brokers must first complete the necessary paperwork for FEMA, which can be a lengthy and draining process.

“What I would recommend doing is going in and finding someone that can accelerate your payment, perhaps a quick-pay service or a factoring company that can actually help pay for those freight bills, because if you don’t, you’re going to have problems getting paid,” Fuller said. “Also, get everything in writing: Make sure that you have your confirmation sheets with detention, all of it in writing.”

Be Ready for Staging Area Chaos

Prepare for potential delays in unloading critical supplies. Coordination among local, state, and federal officials is necessary before freight can be delivered.

“You will be dealing with government officials, many of whom are not familiar with logistics and don’t understand what it takes to handle such projects,” he wrote in a FreightWaves article.

Prepare for long waits on the road by stocking up on groceries and making sure you have backup communication. You may experience minimal cellphone service, so relying on CB radios is a smart move. Don’t forget to fuel up before entering the prestaging area. Keep in mind that many fueling stations may be closed due to storm damage.

“Hurricane relief is the biggest dog-and-pony show you will ever see in trucking,” Fuller said. “But there is a certain satisfaction in being able to help people who are suffering.”
