Freight volumes are falling, regulations are tightening, and economists warn that as many as 600,000 active drivers could be pushed out of the market. Experts are calling it the largest capacity purge ever seen in U.S. trucking, a period that could completely reshape how freight moves across the country.</p>
<h2><strong>The Calm Before a Freight Storm</strong></h2>
<p>Right now, trucking feels stuck in neutral. Freight demand is weak, spot rates have cooled, and both carriers and brokers are under strain. Many in the industry describe this moment as the calm before the storm, with indicators pointing toward a major correction that could rival the market chaos of the COVID years.</p>
<p>The warning is clear: if 600,000 drivers leave the market, capacity will tighten quickly and spot rates could skyrocket. Unlike during the pandemic, there will be no surge of new immigrant drivers to fill the gap. That relief valve, once supported by open immigration policies, is now closed. Carriers will have to compete harder for qualified drivers through better pay, sign-on bonuses, and improved working conditions.</p>
<h3><strong>What’s Fueling the Freight Downturn</strong></h3>
<p>Freight volumes are down 18 percent year over year, hitting carriers of every size. For freight brokers, the challenge is even tougher. With fewer loads to move, margins have evaporated. Some are stuck with contract rates signed too low to stay profitable, forcing them to compete against asset-based carriers while losing money on every run.</p>
<p>Small fleets are feeling the squeeze most. Many have relied on non-domiciled CDL drivers, but new federal regulations around English Language Proficiency are cutting off that supply. On top of that, fraud in load boards and verification systems has exploded. Scammers have found ways to manipulate tools like Highway and RMIS, forcing brokers to be more cautious.</p>
<p>That means even legitimate carriers can be flagged by mistake. Once that happens, they can be locked out of most brokerage freight entirely, which can be a death blow for smaller operations already struggling to stay afloat.</p>
<h3><strong>How New Rules Could Wipe Out 600,000 Drivers</strong></h3>
<p>This expected capacity purge ties directly to federal regulatory changes and immigration enforcement already underway. According to <a href="https://www.jbhunt.com/blog/enterprise/immigration-policy-impact">research</a> from J.B. Hunt, new rules for non-domiciled CDL holders and English Language Proficiency requirements could remove between 214,000 and 437,000 drivers, roughly 5 to 12 percent of the U.S. driver pool over the next few years.</p>
<p>On September 26, 2025, the Federal Motor Carrier Safety Administration issued an emergency ruling that restricts the issuance and renewal of non-domiciled CDLs. Officials estimate that 97 percent of the 200,000 drivers who currently hold those licenses will not meet the new standards and will likely exit the industry within three years. That alone represents 5 percent of all registered CDLs in the country.</p>
<p>Stricter enforcement of English Language Proficiency standards has already led to 23,000 violations, including 5,000 out-of-service orders. Analyst Avery Vise projects that this enforcement could sideline about 20,000 drivers each year.</p>
<p>When combined with limits on undocumented drivers and new hiring restrictions, transport economist Noël Perry estimates that more than 600,000 drivers, about 17 percent of the active workforce, could be removed from trucking.</p>
<p>Carriers that rely heavily on immigrant labor or those unable to comply with the new regulations may not survive this purge.</p>
<h4><strong>The Economic Ripple Effect</strong></h4>
<p>These rule changes, combined with a long freight recession, are creating a perfect storm for widespread bankruptcies. Both carriers and brokers are tightening budgets and consolidating operations as the industry braces for a market reset.</p>
<p>The shakeout is expected to favor larger, well-capitalized carriers who can handle the new compliance demands and stay profitable through the downturn. Smaller carriers that grew quickly during the post-COVID freight boom may not have the financial cushion to adapt.</p>
<p>As capacity tightens, driver pay is likely to rise. Carriers will need to offer stronger incentives to attract qualified drivers from a shrinking talent pool. The shift could finally bring the market back to a more balanced place where supply and demand set the rates naturally instead of desperation driving them down.</p>
<h4><strong>What Comes Next</strong></h4>
<p>The road ahead will be rough, but it could lead to a healthier trucking market. Analysts predict that after the purge, spot rates will rise again, contract rates will stabilize, and carriers that survive will see more consistent freight and fairer pricing.</p>
<p>The exact timing of this recovery is uncertain, but the direction is clear. Shippers should prepare for higher rates and tighter capacity, while carriers who manage to weather the storm will be well-positioned when freight rebounds.</p>
<p>As one industry expert put it, “If volumes pop—which doesn’t exist right now—hold on to your hat. It’s going to be one of the best freight markets that carriers have seen in some time.”</p>

<p>Although initial reports estimated over 6,000 new positions added in March, the revised number is still impressive at over 3,000. April numbers show a gain of an additional 3,000 jobs, bringing the total for the trucking industry to a whopping 1,612,500 jobs.</p>
<p>While many driving jobs were filled by trained CDL drivers, the experience level of the new workforce is uncertain.</p>
<p>Congress is exploring options to broaden the industry&#8217;s hiring pool, with bills like Rep. Abigail Spanberger&#8217;s tax incentive package being considered. As the industry seeks to fill open positions, safety concerns must also be addressed. Fleet safety expert Barrett Young recognizes the potential impact of increasing job opportunities on the U.S. economy but emphasizes the importance of safe driving practices.</p>
<p>“The driver shortage has been an ongoing issue for some time,” said Young, head of fleet safety for Netradyne. “It’s exciting to see some action being taken to help curb the challenge many companies are feeling. As a nation, we will feel a positive impact on our supply chain if we can truly help more drivers enter the industry.”</p>
<p>He went on to note that stakeholders recognize the impact alleviating the driver shortage would have on the nation’s economy.</p>
<p>“One important point, with more new drivers, it will require more training and safety measures to be in place,” he said, adding that, if done correctly, it will “not only fix the shortage but improve safety on our roads.”</p>
<p>Young advocates for updating safety laws to enable new drivers to enhance their driving skills. Legislation needs to incorporate improved safety guidance updates to help novice drivers harness the advantages of video safety systems for ongoing driving improvement, according to Young. He feels that it would be beneficial for new drivers to utilize the benefits of video safety systems for the purposes of continuous coaching and driving improvement.</p>
<p>Young stressed that fleets must embrace and take advantage of modern technologies available to them in order to keep up with other industries. The old ways of improving fleet safety and deriver performance are “perfectly suited to a world that no longer exists,” he says.</p>
<p>Cutting-edge artificial intelligence technology in video telematics is being advocated for by him. He gave Netradyne&#8217;s Driver system as an example.</p>
<p>“(This) is the only system that can recognize positive driving so fleet managers and new drivers can see the entire picture and take the proper actions to make each driver a top performer,” Barrett said.</p>
<p>Barret went on to say that he is very much in favor of legislation that will increase the number of drivers on the road.</p>
<p>“New incentives and (bringing) new drivers into the industry is great,” he said. “Let’s just make sure we are not sacrificing road safety in the process.”</p>

Trucking companies and industry experts have cited this as a major challenge for the industry, leading to concerns about increased transportation costs and delays.</p>
<p>The trucking industry has been grappling with a long-standing problem of driver shortages. However, some experts believe that the root cause of the issue is not a shortage of drivers, but a shortage of qualified drivers.</p>
<p>Many individuals interested in the profession are unable to meet the stringent requirements of the job, such as obtaining a Commercial Driver&#8217;s License (CDL) and passing a drug test. 										<content:encoded><![CDATA[<p>The cycle of news lamenting truck driving employment turnover shouldn’t be the only information taken into consideration when weighing the consistency of the profession. Truck driver careers are among the top fields when considering those that are recession-proof, as reported by The Truckers Report.</p>
<p>While there is a driver shortage in 2022, this is due to an ever-growing need for truck drivers. The American Trucking Associations collected data that pointed to a consistent driver shortage, which currently sits at a need of nearly 80,000. In conjunction, however, is the Bureau of Labor Statistics (BLS) report that the need for both heavy duty and tractor-trailer truck drivers will grow 4% in the coming decade. This calls for 90,000 new Commercial Driver Licenses to be distributed and then for each of those 90,000 to become employed with a trucking fleet.</p>
<p>While agencies report on a near-constant driver shortage, many fail to include that the need for drivers is consistently on the rise. The BLS, which attested to a 11,000-driver loss, failed to notate that the trucking industry needs over 250,000 CDL holders to be onboarded through their fleets.</p>
<p>“About 259,900 openings for heavy and tractor-trailer truck drivers are projected each year, on average, over the decade. Many of those openings are expected to result from the need to replace workers who transfer to different occupations or exit the labor force, such as to retire,” the BLS stated. “Trucks transport most of the freight in the United States. The need for truck drivers should rise as households and businesses increase their spending and their demand for goods.”</p>
<p>Placed in contrast to the expected growth for the industry, such a mistake by the BLS could be overlooked. The U.S. is dependent on trucks to transport 72% of goods, and most communities fully rely on the industry.</p>
<p>And, it should be clear, that the BLS data is not being pulled into question. Sensational headlines just work against some of the realities of the trucking industry, leaving valuable information out of the catchy titles. The 2020 pandemic had a deep impression on the trucking industry with some retailers overstocking their inventories and not needing to meet those demands. This caused a decrease in the need for truck drivers since mass amounts of stock wasn’t being moved.</p>
<p>Following the pandemic, however, even more has shifted in the trucking industry, making it clear that truck drivers will not be in need of jobs anytime soon, despite any flashy headlines.</p>

										<content:encoded><![CDATA[<p>In an announcement from the American Trucking Association in October 2021, it was stated that the U.S. had a shortage of 80,000 drivers and that shortage could rise to 160,000 in the next 10 years. This shortage has led to long shifts and burnout for many veteran drivers like Hugo Rolin of St. Louis, Missouri. He stated to St. Louis on the Air, &#8220;You could theoretically drive a 21-hour shift if that&#8217;s what you wanted. If you had essential freight, medical equipment, or even food and groceries — shippers and brokers and everybody needed so much freight, so fast, all the time, that it burned me out. It was just too much for me to do.” Increased stress due to overwork and the dangers of trucking in these conditions, have led to many drivers like Rolin to leave trucking. Many companies have since made changes to attract drivers. Hugo has since gotten back behind the wheel for UPS.</p>

<p><span style="font-weight: 400;">Driver retention is also a huge problem with approximately 100 percent driver turnover rate. </span></p>
<p><span style="font-weight: 400;">Sexual harassment is a huge problem for women drivers, which could account for the fact that only 8 percent of truck drivers are women. Desiree Wood, the president of Real Women in Trucking said, “I urge people to know about the sexual assault in truck driver training, with women falling through the cracks. We hear all this hype about how the trucking industry wants more women. There&#8217;s a reason why as a percentage of them have not grown.&#8221;  </span></p>
<p><span style="font-weight: 400;">Drivers are paid by the mile but work long 10-14 hour per day. </span></p>
