Truck parking in Missouri is receiving much-needed attention, and the Missouri Department of Transportation (MoDOT) is seeking input directly from truck drivers to address this critical issue. Drivers now have an opportunity to share their experiences and pinpoint where parking problems persist in the state.

MoDOT’s Freight Plan and the Focus on Truck Parking

MoDOT is currently revisiting its State Freight and Rail Plan, described by Levi Woods, administrator of freight and waterways, as a “strategic document that outlines the visions, goals and priorities of Missouri’s freight and passenger rail systems.” This comprehensive plan covers a variety of transportation sectors, including trucks, rail, air, and waterways.

An essential aspect of this plan is truck parking, which MoDOT acknowledges as a critical element for transportation safety. Missouri’s previous 2022 plan included an extensive 106-page truck parking profile, which was created with significant input from truck drivers.

“Who’s better to ask than the folks using the system themselves?” Woods explained. “We want to hear from the experts, the people in there doing it day in, day out.”

Truck Drivers’ Voices Needed in Updated Parking Analysis

To ensure the new plan effectively addresses truck parking challenges, MoDOT is collecting data through an updated truck parking analysis. The revised analysis will include a fresh parking survey designed for truck drivers, gathering feedback on their experiences and identifying areas where improvements are most needed.

Truckers have until March 16 to complete the survey, which can be accessed here or by scanning the QR code provided below. The survey is mobile-friendly, takes under 10 minutes to complete, and guarantees confidentiality.

Drivers will answer questions covering topics such as preferred parking amenities and locations where additional parking is required.

The more responses MoDOT receives, the more comprehensive and effective the planning process can be. However, participation has historically been low—during the 2022 analysis, MoDOT sent nearly 8,000 emails to Missouri-based truck drivers, but only 16 completed the survey in full.

“I know these folks get inundated with surveys all the time, but this information really is valuable to us in making the best decisions going forward possible to help them and again, to keep everyone safe,” Woods emphasized.

Focused Efforts on Interstate 70 and Beyond

Feedback from the survey could help guide the expansion of truck parking options, particularly along Interstate 70, a key artery for freight movement in Missouri. Other areas may also see improvements if truck drivers highlight recurring parking challenges in those regions.

Federal funding could play a significant role in these initiatives. MoDOT’s website explains that freight and rail plans are tied to federal grants, which can include funding for truck parking improvements.

Additionally, nationwide efforts to address truck parking shortages are underway. On February 27, Rep. Mike Bost, R-Ill., reintroduced the Truck Parking Safety Improvement Act, which aims to allocate $755 million toward parking expansion across the country.

The Federal Highway Administration (FHWA) has announced the distribution of over $352 million in emergency quick-release funding to repair highways severely damaged by the destruction of Hurricane Helene.

The majority of these funds will be directed toward restoring key routes in North Carolina and Tennessee. Specifically, the North Carolina Department of Transportation is set to receive $250 million, while $70 million has been allocated to the Tennessee Department of Transportation.

Other federal agencies will also benefit from this funding to improve access across affected areas. The National Park Service is slated to receive $25 million to repair stretches of the Blue Ridge Parkway. Additionally, the U.S. Forest Service is allocated $7.6 million for ensuring safe travel through roads in national forests affected by the storm.

“Hurricane Helene devastated communities and cut off critical road infrastructure, and our Department is committed to helping repair and rebuild local infrastructure in order to support the impacted area’s long-term recovery,” highlighted U.S. Transportation Secretary Pete Buttigieg. “The emergency relief funding we’re announcing today will continue this important work and provide vital aid to the communities and states that have been impacted by this disaster.”

Travel throughout western North Carolina and Tennessee continues to face significant challenges. According to the North Carolina Department of Transportation, as of January 14, travel remains restricted in many areas. Truck vehicles exceeding 30 feet in length are prohibited on multiple routes. Furthermore, 185 roadways are completely closed, with 55 of those closures specifically restricting truck access.

The comprehensive effort to restore mobility across the region involves collaboration between key agencies. “The Federal Highway Administration is working closely with Tennessee, North Carolina, the U.S. Forest Service, and the National Park Service to ensure all roads and bridges are operational and made whole again to restore mobility for residents and businesses and support the region’s economy,” shared Acting Federal Highway Deputy Administrator Gloria M. Shepherd. “The funding will go toward restoring major critical routes that the region relies upon for productivity and roads and bridges that support tourism by connecting Americans to the region’s natural resources.”

This release follows an earlier allocation of $167 million for hurricane-related damage in North Carolina and Tennessee. Combined with these latest efforts, the funds aim to repair infrastructure critical to residents, travelers, and local economies. The FHWA estimates that total damages from Hurricane Helene will surpass $4 billion.

The federal government is channeling $4.2 billion into infrastructure upgrades, which will result in the creation of 260 new truck parking spaces. This funding is part of two significant discretionary grant programs, the National Infrastructure Project Assistance (Mega) grant and the Infrastructure for Rebuilding America (INFRA) grant, both enhanced by the Bipartisan Infrastructure Law.

Transportation Secretary Pete Buttigieg shared that this funding round will support 44 initiatives aimed at enhancing safety, mobility, and economic growth. These projects encompass tasks such as bridge construction, port capacity expansion, and interchange redesigns.

Highlighted below are some key truck parking projects benefiting from this funding:

Ohio Truck Parking Expansion Project: Allocated $17.9 million to repurpose two closed rest areas in Trumbull and Preble Counties into new truck parking facilities. The I-70 eastbound site near New Paris will offer 100 parking spaces, while the I-80 eastbound near Hubbard will provide 38 spaces. These will feature video surveillance and integrate with the Truck Parking Information Management System for real-time updates.

I-43 Safety Rest Areas and Truck Parking Expansions, Wisconsin: With a $12.5 million investment, this project will revamp Rest Area 51 Maribel and Rest Area 52 Denmark facilities in Manitowoc County. Enhancements include new buildings, maintenance garages, and an increase of 72 truck parking spaces. The project also involves lighting updates, roadway reconstruction, and pavement improvements, aligning with the state’s Truck Parking Information Management System.

I-80 East Lane Addition and Shoulder Widening, Nevada: This $275 million endeavor in Washoe County will widen I-80 between Vista Boulevard and USA Parkway, adding a lane each way, shoulder expansions, and 50 new truck parking spots.

Todd Spencer, president of the Owner-Operator Independent Drivers Association, expressed gratitude for the funding, stating, “Lack of safe truck parking has been a top concern of truckers for decades, and as a truck driver, I can tell you firsthand that when truckers don’t have a safe place to park, we are put in a no-win situation. We must either continue to drive while fatigued or out of legal driving time, or park in an undesignated and unsafe location like the side of the road or abandoned lot. It forces truck drivers to make a choice between safety and following federal Hours-of-Service rules. OOIDA and the 150,000 small business truckers we represent thank Secretary Buttigieg and the Department for their increased focus on resolving an issue that has plagued our industry for decades.”
