										<content:encoded><![CDATA[<p>North Carolina Governor Josh Stein announced on Monday that two lanes of Interstate 40, which have remained closed since Hurricane Helene caused severe damage last fall, will reopen by March 1.</p>
<p>The announcement coincided with a visit from U.S. Department of Transportation Secretary Sean Duffy to the impacted area. During a press conference, Duffy shared that the DOT and the U.S. Forest Service are collaborating to expedite the reconstruction process. This partnership includes acquiring a &#8220;Special Use&#8221; permit that will allow access to rock and other construction materials from Forest Service land and a nearby river.</p>
<p>This approach significantly shortens the supply chain, enabling the North Carolina Department of Transportation (NCDOT) to source construction materials from just 1 to 3 miles away rather than hauling them from distances ranging between 20 and 50 miles.</p>
<h2><strong>Reconstruction Efforts Underway </strong></h2>
<p>NCDOT shared key updates about the work that will occur over the next few weeks. Teams will focus on stabilizing the westbound lanes, installing speed limit signs restricting travel to 40 mph, adding a 9-inch curb to divide the two lanes, and completing safety inspections of the area.</p>
<p>One lane in each direction will be reopened between Exits 20 and 15, as well as from Exit 7 to the state border and five miles into Tennessee. These reopened stretches, however, will accommodate standard trucks only—oversized loads will remain restricted.</p>
<h3><strong>Bolstering the Economy and Reconnecting Routes </strong></h3>
<p>Governor Stein also applauded the efforts of NCDOT and its workers. “I’m proud of NCDOT’s focus on this challenge and the roadworkers who have worked tirelessly to reopen roads and keep people safe,” Stein said. “Reopening these lanes will help reconnect North Carolina and Tennessee and allow us to welcome back visitors to bolster the economy.”</p>

										<content:encoded><![CDATA[<p>Efforts to restore North Carolina&#8217;s road connectivity after damage caused by Hurricane Helene progressed recently, with the reopening of the U.S. Highway 70 bridge. This development is expected to ease traffic burdens that have plagued the area since the bridge&#8217;s closure.</p>
<p>The North Carolina Department of Transportation (NCDOT) reported that prior to the hurricane, the U.S. Highway 70 bridge accommodated an average of 16,000 vehicles daily. Its closure had diverted traffic to alternative routes, intensifying congestion on nearby Interstate 40 and Interstate 240 in the Asheville area.</p>
<p>Tom Veazey, Division 13 resident engineer, explained the process of repairing the bridge in an official statement. “From the ground up, we identified that we had to rehab the substructure, then come behind and build a reinforced retaining wall to establish the roadway again,” he said.</p>
<p><strong>Hurricane Helene’s Impact and Repairs </strong></p>
<p>Hurricane Helene left substantial damage to the bridge, affecting its core structural components and the eastern roadway approach. Repairs to this critical passage cost approximately $900,000, according to NCDOT.</p>
<p>The reopening of the U.S. Highway 70 bridge is a significant milestone in restoring transportation infrastructure in Buncombe County. While all U.S. highways in the county are now operational, sections of several state highways, including Highway 81 and Highway 197, remain closed.</p>
<p><strong>Road Recovery Progress </strong></p>
<p>NCDOT has reopened 1,230 roads in western North Carolina as of Dec. 17, with 123 reopened in just the past week. Fewer than 200 roads are still out of service. Despite this progress, restrictions remain for trucks over 30 feet in length, which are prohibited from using 55 specific routes across the state.</p>

<p><strong>Federal Motor Carrier Safety Administration (FMCSA) Emergency Declaration </strong></p>
<p>The Federal Motor Carrier Safety Administration issued a regional emergency declaration back in October to enable the rapid recovery of damaged infrastructure. This declaration, which provides regulatory relief for motor carriers and drivers aiding recovery efforts, has been extended for North Carolina and Tennessee through Dec. 26.</p>
<p>The exemption covers carriers delivering critical supplies or operating utility service vehicles. Notably, drivers are eligible for this relief regardless of their trip&#8217;s origin, as long as they are contributing directly to restoration efforts.</p>

PennDOT’s rapid emergency response on I-95 and WVDOT’s remarkable Wellsburg Bridge over the Ohio River were celebrated for their unique contributions to local communities.</span></p>
<p><span style="font-size: 11.0pt; font-family: 'Calibri',sans-serif;">PennDOT received the prestigious Grand Prize for its swift actions on the I-95/Cottman Avenue Emergency Response project. WVDOT’s innovative Wellsburg Bridge project won the People’s Choice Award, recognized for bridging the gap between communities that had long been disconnected.</span></p>
<p><span style="font-size: 11.0pt; font-family: 'Calibri',sans-serif;">“We are incredibly proud of the two winning projects, which demonstrate how both states respond to their residents’ needs, whether through emergency repairs or reconnecting communities,” said Jim Tymon, executive director of the American Association of State Highway and Transportation Officials (AASHTO).</span></p>
<p><span style="font-size: 11.0pt; font-family: 'Calibri',sans-serif;">PennDOT was tested in June 2023, when a devastating fire, sparked by a fuel tanker accident, shut down a crucial stretch of I-95 in Philadelphia—a major north-south corridor. In just 12 days, PennDOT’s $4.5 million project team created a temporary wall and roadway to restore this essential route, providing a swift solution to an unexpected challenge.</span></p>
<p><span style="font-size: 11.0pt; font-family: 'Calibri',sans-serif;">The $168 million Wellsburg Bridge project by WVDOT restored a long-needed link between Brilliant, Ohio, and Wellsburg, West Virginia. Before the bridge, the communities were connected only by a ferry service, which had since ceased. This project shortened travel times by eliminating a 30-minute detour and maintained barge traffic flow on the river throughout construction.</span></p>
<p><span style="font-size: 11.0pt; font-family: 'Calibri',sans-serif;">Sponsored by AASHTO, AAA, and the U.S. Chamber of Commerce, the America’s Transportation Awards honor state transportation projects that make a positive impact on local communities nationwide. This year’s program saw 106 nominations from 39 states.</span></p>
<p><span style="font-size: 11.0pt; font-family: 'Calibri',sans-serif;">Both winning projects were awarded $10,000, which recipients can donate to a charity or a scholarship related to transportation.</span></p>
