The temporary policy follows the nationwide launch of Motus in May, which replaced FMCSA’s legacy registration platform. Since the transition, many carriers have reported problems accessing accounts, claiming USDOT numbers, and completing required registration updates.

According to FMCSA, carriers should not be concerned about having their USDOT numbers inactivated because of Motus-related access or system issues while the temporary suspension remains in effect. The agency has not announced when normal biennial update enforcement will resume.

Motus Launch Brought Early Challenges

FMCSA officially launched Motus on May 19 after retiring its previous registration system. Before the rollout, the agency mailed approximately 2.2 million notifications to registered entities outlining the steps needed to prepare for the transition.

Despite those preparations, carriers began reporting technical problems shortly after the system became available.

Among the issues reported were difficulties claiming existing USDOT numbers, preventing some carriers from completing routine tasks such as MCS-150 updates, address changes, reinstatements, and other registration modifications.

While FMCSA has continued working to resolve those issues, reports of ongoing system challenges prompted the agency to temporarily pause enforcement tied to biennial updates temporarily.

Why FMCSA Introduced Motus

FMCSA says the modernization effort is designed to improve both the registration experience and the agency’s ability to identify fraudulent activity.

The new platform includes enhanced identity verification tools intended to confirm that registered carriers are legitimate businesses while making it more difficult for fraudulent operators to exploit the registration process.

Motus also consolidates multiple registration services into a single online platform, allowing carriers to complete a wider range of registration activities from one location.

According to FMCSA, additional improvements include higher-quality registration data, improved system reliability, stronger enforcement tools, and a technology platform designed to support future updates.

What Carriers Should Do

Although enforcement has been temporarily suspended, carriers should continue monitoring their registration status and complete required biennial updates once they can access the system successfully.

FMCSA is encouraging users experiencing technical problems to report them through the agency’s Motus support page so issues can be identified and resolved as the transition continues.

The agency has not provided a timeline for when the temporary suspension will end or when standard biennial update enforcement will resume.

FHWA is collecting feedback through two separate surveys, one designed specifically for truck drivers and another for motor carriers. By separating responses, the agency is seeking clearer insight into how parking availability affects both day-to-day operations and broader fleet planning.

The survey focuses on the ability of states to support required rest periods and safe parking needs tied to hours-of-service compliance.

TCA’s Fleet Safety Awards focus on measurable safety outcomes rather than subjective criteria. Carriers are evaluated based on accident frequency ratios calculated per million miles traveled. The agency announced the revocations on Tuesday, reinforcing that only ELDs meeting the minimum technical requirements outlined in federal regulations may remain approved for use by motor carriers and drivers.

Why the Devices Were Removed

As is standard practice in ELD enforcement actions, FMCSA did not specify which technical elements led to the revocations. The agency stated only that the devices failed to comply with the minimum requirements established in 49 Code of Federal Regulations Appendix A to Subpart B of Part 395.

FMCSA Administrator Derek D. Barrs emphasized that compliance is non-negotiable.

“If an ELD isn’t meeting federal requirements, it’s taken out of service — plain and simple,” said FMCSA Administrator Derek D. Barrs. “We’ll keep making clear, fair decisions that put safety first and support everyone who shares America’s roadways.”

List of Revoked ELDs

The following four devices were officially revoked from the FMCSA registered ELD list:

• PremierRide Logs from PremierRide Logs LLC
• DSG Elogs from DSG Tracking LLC
• State Elogs from State Elog LLC
• State Elogs 2 from State Elog LLC

Once a device is revoked, it is no longer considered compliant for recording hours of service.

Response From One ELD Provider

A representative from State Elog said the company had previously been in communication with FMCSA regarding compliance issues with the original State Elogs system. According to the company, FMCSA was informed that the original system would be discontinued and that operations would continue only on State Elogs 2.

After the compliance deadline passed, both devices were revoked.

“We are currently investigating the situation and will be contacting FMCSA to clarify the circumstances and dispute the removal,” the State Elog representative added.

Attempts to contact the other companies affected by the revocations had not been returned as of press time.

What Drivers and Carriers Need to Do Next

Motor carriers and drivers using any of the revoked devices have a limited window to transition to compliant logging solutions. FMCSA has provided a 60-day period to replace revoked ELDs.

During this transition period, the agency advises drivers to discontinue use of the revoked devices and instead use paper logs or logging software to record hours of service.

All affected devices must be replaced with compliant ELDs by March 15.

Enforcement After the Deadline

Beginning March 15, any motor carrier or driver continuing to use one of the revoked devices will be operating without an ELD. That status can result in citations, enforcement action, and potential impacts to safety records.

FMCSA noted that if any ELD provider corrects all identified deficiencies, the agency may restore the device to the registered list and notify the industry of the update.

“The 2026 Driver Compensation Study will include detailed pay estimates broken down by carrier types, trailer types, and routes,” ATA said. “It will also explore the wide variety of driver pay structures (hourly, per-mile, annual salary, percent of revenue) as well as various incentives. All proprietary information from individual carriers is kept confidential; only aggregate data is included in the final report.”

According to FMCSA, the devices were taken off the Registered Devices list because the companies behind them failed to meet minimum federal requirements. When an ELD loses its certification, it can no longer be used to record hours of service once the transition period ends.

“Electronic logging devices play an important role in preventing unsafe driving practices,” said FMCSA Administrator Derek Barrs. “When devices don’t meet federal requirements, they put safety at risk, and that’s why we take action to remove them and keep our roads safer for everyone.”

The following four devices are now listed as revoked by FMCSA:

• Field Warrior ELD (BYOD) from Forward Thinking Systems
• Field Warrior ELD (Garmin) from Forward Thinking Systems

Forward Thinking Systems CEO David Isler said he was “very much taken by surprise on this,” adding that the company believed it had “already fixed all issues identified by FMCSA and were surprised to see our name on the revoked list. We will get it sorted.”

FMCSA said attempts to reach the other companies for comment were unsuccessful as of press time.

What drivers and carriers need to do now

Drivers and motor carriers using any of these devices have up to 60 days to replace them with a compliant ELD. FMCSA is advising anyone currently running a revoked unit to stop using it and switch to paper logs or approved logging software in the meantime.

All revoked devices must be fully replaced by March 1. After that date, using one of these units will be treated the same as operating without an ELD, which can lead to violations, citations, and potential out of service orders during inspections.

What happens if issues are fixed

FMCSA noted that if an ELD provider corrects all identified deficiencies, the agency can reinstate the device on the Registered Devices list. If that happens, FMCSA will notify the industry that the product is once again approved for use.

For drivers and fleet managers, this situation is a reminder to regularly check FMCSA’s ELD registration and revocation lists. Staying ahead of compliance changes can help avoid roadside problems, lost time, and unnecessary fines while keeping trucks moving legally and safely.
