2024 Out-of-Service Handbook Available, Goes into Effect April 1

The Commercial Vehicle Safety Alliance (CVSA) has released the 2024 edition of the North American Standard Out-of-Service Criteria handbook, now available for purchase.

This handbook is an essential tool utilized by certified commercial vehicle safety enforcement personnel to assess whether a commercial motor vehicle or driver poses an imminent hazard and warrants being placed out of service. The criteria, in conjunction with federal, state, provincial, and territorial regulations, set the standards that drivers, motor carriers, and law enforcement follow to ensure the safety and compliance of commercial motor vehicles and drivers on North American roads.

The 2024 edition of the handbook outlines out-of-service conditions and violations related to drivers, vehicles, hazardous materials/dangerous goods, and administrative matters, featuring numerous real-life violation photos.

It also includes reference charts for decal qualification and placement, operational policies, inspection procedure schematics, descriptions of inspection levels, a compilation of current inspection bulletins, conversion tables, charts for U.S. commercial driver’s license qualification and U.S. Department of Transportation numbers, a Canadian driver’s license reference guide, and more.

Scheduled to be effective from April 1, the 2024 out-of-service criteria incorporate 11 changes from the previous year’s criteria, detailed within the document, and supersede all prior versions.

The handbook is available for purchase by various stakeholders, including inspectors, motor carriers, drivers, mechanics, safety managers, jurisdictions, agencies, and transportation safety organizations. Starting next month, the criteria will also be accessible through CVSA’s app, with bulk orders of the app being offered for the first time.
