A longstanding restriction that prohibits heavy trucks from using part of Interstate 580 in California is under review as state and local officials study whether changes could improve freight movement while balancing community concerns.
Caltrans District 4, the Bay Area District, and the City of Oakland have launched the Interstate 580 Truck Access Study, which focuses on the stretch of I-580 between San Leandro and Oakland. Trucks weighing more than 9,000 pounds have been prohibited from using this section of highway since the 1960s.
According to Caltrans, I-580 is the only interstate freeway in the Bay Area that is closed to heavy trucks. Because of the restriction, commercial truck traffic is concentrated on Interstate 238 and Interstate 880, prompting officials to evaluate how removing the ban could affect traffic patterns, freight movement, air quality, and noise throughout the corridor.
Study Will Evaluate Freight Movement and Community Impacts
The study is intended to examine the likely effects of lifting the truck restriction while reevaluating the original purpose of the ban. Caltrans said the project will also identify strategies that could improve freight flows while addressing the health impacts of truck traffic on communities located along the corridor.
Officials plan to use technical analysis together with public input to develop recommendations for the future of the route.
Public Invited to Share Feedback
Truck drivers, residents, businesses, and other stakeholders are encouraged to participate in the study by completing an online survey and attending upcoming public outreach events.
Caltrans has scheduled community meetings at several locations, including:
- July 26 at the West Oakland Farmer’s Market
- July 29 at the Oakland Public Library, Dimond Branch
- August 1 at the San Leandro Ashland Farmer’s Market at Bayfair
- August 5 at the Oakland Public Library, West Oakland Branch
- August 11 at the South Berkeley Farmer’s Market
First Formal Review of the Restriction
Efforts to remove the truck ban have been introduced several times over the years, including a proposal by the California Trucking Association during the 1990s. However, this marks the first formal study examining the potential impacts of removing the restriction.
While trucks have been prohibited from using this section of Interstate 580 since the 1960s, the restriction was formally added to the California Vehicle Code in 1999.
