Newest Registration System Update from FMCSA

The Federal Motor Carrier Safety Administration (FMCSA) is seeking approval from the White House Office of Management and Budget (OMB) for a new information collection request (ICR) titled “FMCSA Registration System (FRS).” This initiative, outlined in a forthcoming Federal Register notice, represents a transition from the Unified Registration System (URS) to a revamped online registration platform named the FMCSA Registration System.

The decision to overhaul the registration system was announced last month at the Mid-America Trucking Show, with one of the objectives being to address issues related to regulatory compliance and enhance industry integrity by targeting non-compliant entities.

The new FMCSA Registration System aims to streamline the registration process for those falling under the agency’s commercial or safety jurisdiction. Specifically, the ICR will encompass various categories, including:

  • New registrants seeking safety and/or operating authority registration for the first time.
  • Existing registrants interested in acquiring additional authorities.
  • Mexico-domiciled carriers intending to operate beyond the U.S.-Mexico border and commercial zones.
  • Entities processing changes such as name, address, and reinstatements of operating authority.
  • Registrants opting to voluntarily suspend their safety and/or operating authority registration.
  • Motor carriers, brokers, and freight forwarders designating service agents and fulfilling financial responsibility requirements.

The implementation of the FMCSA Registration System will consolidate numerous forms currently utilized by motor carriers and transportation entities, such as the MCS-150, BOC-3, and OP-1, into a cohesive online platform.

Interested parties are invited to submit comments on the proposed information collection within a 60-day period following its publication. Feedback can be submitted via www.regulations.gov using Docket No. FMCSA-2024-0109.

Additionally, FMCSA will host a public virtual “stakeholder day” at the end of May to further discuss the development of a more user-friendly registration system. Registration details for the May 29 event will be available on the FMCSA website.
